Although Democratic state House candidate Tavorise Marks promoted legalizing marijuana during last week’s town hall on criminal justice reform, three inmates who are enrolled in the Chesterfield County Jail’s Heroin Addiction Recovery Program all said they were undecided. The Chesterfield County Board of Supervisors unanimously approved a Fiscal Year 2020 budget last week that includes an additional $1.9 million in funding for Chesterfield Schools. Budget Director Meghan Coates noted that the $1.9 million deficit was created when the General Assembly’s budget did not match what Gov. Ralph Northam had proposed. The county made up the gap with contingency funds. Included as part of the budget was a real estate property tax rate of 95 cents per $100 of assessed value, which — although the same as last year — will result in a tax increase for most property…

County supervisors got an earful during last week’s public hearing on the proposed budget. Several speakers criticized the school district for not cutting enough, while others asked for more funding for teachers’ salaries in addition to the 3 percent included in the proposed Fiscal Year 2020 budget. Midlothian resident Ron Hayes said the board of supervisors has not underfunded schools, and schools have not scrubbed their budget. He criticized the school district for funding swimming, rowing and lacrosse sports programs instead of putting a nurse in every school. The Chesterfield Board of Supervisors last week unanimously authorized the county to begin the designing and permitting process to add a water treatment facility on the Appomattox River. County staff believes that a fourth water source – in addition to Swift Creek Reservoir, Lake Chesdin and the James River – would provide additional flexibility to meet long-term water demands as the county continues to grow. County administrator Joe Casey presented a Fiscal Year 2020 budget on Friday, which the supervisors were scheduled to consider during their March 13 afternoon work session. The $733.5 million budget represents a $22 million increase, or 3 percent, over the Fiscal Year 2019 budget. It would leave the real estate property tax at 95 cents per $100 of assessed value, although property assessments are rising an average of 3 percent. Schools represent 40.8 percent of the budget, with public safety the second largest area at 26.6 percent.
