Elswick announced Friday that he will not seek a third term on the board. Elswick began his service to Chesterfield County as a firefighter in 1973. For the last 6 1/2 years of his 31-year career, he served as chief of the fire department. John Harmon, the county’s real property manager, said the bank was one of four companies that submitted bids on the property, which is located at 10000 Courtview Lane, south of Beach Road and west of Route 10. Voting and taxes were on the agenda of the Chesterfield County Board of Supervisors last week. The supervisors voted unanimously to split five precincts as a result of higher than normal turnout in last November’s election. In addition, the voted 5-0 to advertise the county’s real estate property tax rate at 95 cents per $100 of assessed value. The latter represents the same rate as 2018. The new Chesterfield school superintendent is asking for a 3-percent raise for teachers and staff and an additional $7.7 million from the county to help fund a proposed $17.5 million budget increase for Fiscal Year 2020. The salary increases alone would cost $12.9 million in the $672.2 million budget. Staff received increases of 2, 3, 2 and 2 percent in each of the past four years. New Board of Supervisors Chair Leslie Haley Five new voting precincts could be in effect for elections later this year if a proposal from the county registrar is approved by the board of supervisors. Following long lines at several county precincts on Nov. 6, Chesterfield registrar Constance Tyler recommended that five of the largest precincts be split. The supervisors scheduled a public hearing on the matter at their Jan. 23 meeting. A moratorium on precinct splits goes into effect Feb. 1 and runs until May 15, 2021, so the supervisors are required to act before then to make any changes.…

The consent agenda approved last week by the Chesterfield County supervisors contained several items of note representing various interests.School safety Those concerned about school security may be pleased to learn that the county accepted a $500,000 federal grant that will result in electronic access control being added to 26 elementary schools that do not currently have it, along with nine elementary schools that have limited electronic access technology. The grant requires a $220,500 local match that will come from Chesterfield County Public Schools Safety and Security Capital Improvement Plan funds. A wedding venue was given permission to keep operating last week. The Chesterfield County Board of Supervisors unanimously approved a conditional use permit for the Little Wedding Garden. Cecelia LePage, a licensed Baptist minister, has been performing wedding ceremonies in her backyard since January 2017. She applied for a permit after a neighbor made a noise complaint in March 2018, a county staffer said. “It’s my ministry,” LePage told the supervisors on Nov. 14. “I’m here to help these women. It looks like some competition is coming to the Chesterfield airport. By a 3-2 vote, the Chesterfield County Board of Supervisors approved a land lease and fixed-based operation agreement with Richmond Executive Aviation and 5G Air LLC on Nov. 14. The agreement calls for the construction of two 10,000-square-foot hangars within 12 months. Some $66,000 in fees are estimated to be generated by REA in the first year of operation. The fees will include personal property taxes and fuel flowage fees. The county plans to build a new fuel farm at the airport in the near future at a cost…

After much discussion during its Oct. 24 meeting, the Chesterfield County Board of Supervisors postponed a decision on whether to approve a 40-year lease agreement with Richmond Executive Aviation. The pending agreement would bring a second fixed-base operator to the airport. Mark Hackett, chief executive officer of REA and a former JetBlue pilot, plans to offer flight training, aircraft tie-down parking and storage, maintenance, and sales of aircraft parts and fuel.
