Greater Richmond Transit Co. plans to begin offering bus service along Jefferson Davis Highway in Chesterfield County in March. That’s the word from GRTC’s communications director Carrie Rose Pace. The service will run between the Food Lion in North Chesterfield near the Richmond city limit and John Tyler Community College in Chester. Last October, county transportation director Jesse Smith said the GRTC option would use 40-passenger buses that would run from 5 a.m. to 7 p.m. for a $1.50 fare. A memorandum of understanding between Chesterfield County and Dominion Energy calls for decommissioning of a boat ramp at Dutch Gap Conservation Area in order to allow the utility to remove coal ash from two coal ash “ponds” along Coxendale Road near Henricus Historical Park. The proposal calls for two new boat ramps at the 108-acre James River Conservation Area, located east of Falling Creek Ironworks Park and Interstate 95, including 7,000 feet of new roadway at the above site. That portion of the project would cost an estimated $5 million, take two years to engineer and two years to build.…

A memorandum of understanding between Dominion Energy and Chesterfield County regarding access to Henricus Historical Park, Dutch Gap Conservation area and boat ramp was unanimously approved Aug. 28 by the Chesterfield County Board of Supervisors as part of the consent agenda. By a vote of 3-2 with Chris Winslow and James Holland dissenting, the Chesterfield Board of Supervisors approved a right-of-way designation related to construction of a new Ettrick Elementary School. The .13 acre of land in question is south of Chesterfield Avenue and west of Paine Street. Three people spoke during public comment on the issue, including retired teacher Pearl Cheeks. She and Matoaca resident Brenda Stewart objected to the school being rebuilt on the site of the current school because they said the area is too small. Stewart also decried a lack of a community meeting about the project.…

The property in question – 1601 Bellwood Road – is located in the James River Logistics Center. JRL plans to build a 320,960 square-foot shell of a building in an attempt to attract a leasor. The Chesterfield County Planning Commission gave a unanimous approval recommendation last week on a proposed Carvana auto storage and inspection facility that would be built off Woods Edge Road east of Interstate 95. The matter now goes before the county Board of Supervisors on Sept. 25. The rezoning and conditional use permit application for the online car seller was delayed on July 16 after commissioners deadlocked on three 2-2 with Midlothian commissioner Peppy Jones absent. The Chesterfield Commissioner of the Revenue has changed the way the county identifies and assesses value to some 5,000 boats. Commissioner of the Revenue Jenefer Hughes explained that the previous methodology was outdated and relied on taxpayers’ self-reporting and marina records. Now, the county is using state Department of Game and Inland Fisheries registrations, which Hughes said is the standard for identifying boats for assessment. After 28 years, Chesterfield County’s deputy administrator for community development William “Bill” Dupler is retiring. He announced his plans to retire at last month’s Board of Supervisors work session. Dupler has served as deputy county administrator since April 2010. His last day will be Sept. 30. “I am grateful for all the support and opportunities Chesterfield County has given to me throughout my career,” Dupler said. “It has been my honor and privilege to work alongside so many talented employees and leaders. NicholsPhillingane Chesterfield Commonwealth’s Attorney Scott Miles said that the county is making some progress in reviewing police officers’ body camera video footage. That comes in spite of the county not receiving additional funding from the state for such in last or this year’s budgets. As part of the current budget for Fiscal Year 2019-2020, Miles notes that the county funded two additional paralegal positions and converted a part-time attorney position to full-time. The latter position was filled when the commonwealth attorney’s office hired Gabriela Phillingane, who started part-time Jan. 28 and was moved to full-time in April following funding approval…
