The Clarke House, built in the 1920s, was at one time before the Chesterfield County Preservation Committee and was about to be put on the chopping block. County Commissioner Dale Patton came to the rescue, buying the dilapidated old place. The Virginia legislature is moving forward with “proffers” reform. Chesterfield County has used the proffers system to fund infrastructure due to its impact on growth. The legislature’s language indicates proffers cannot be “unreasonable” which means it is open for interpretation. Proffers are a major piece of Chesterfield’s Capital Improvement Program (CIP) with $3.94 million in revenue coming from proffers in FY16. Localities typically use proffers as a means to control growth. Proffers in Chesterfield, although only implied, starts at $18,966 and decreases from there with various contingencies agreed on between developers and zoning officials. LENNIE WAYNE POND Lennie Pond had been a fixture in Chester for as many years as he was old. A Chester resident who grew up in Ettrick, died Feb. 10, 2016 of complications from cancer at VCU Medical Center in Richmond. He was 75. Lennie always loved to go fast and would race anything that had wheels on it. He was a five-time late model Sportsman State Champion. The 108-acre site at the confluence of the Falling Creek and the James River is on its way to becoming a park for Chesterfield County. Trust for Public Land recently purchased the property from UB Properties Inc, a subsidiary of Union Bank & Trust and will transfer the land to Chesterfield County. According to Capital Region Land Conservancy(CRLC), their “first conversations” about the future disposition of the Riverwalk property was in January 2012. The John Rolfe Players were as much a part of local theatre just as peas are to carrots. The force behind the group was Dottie and her husband Larry Armstrong. Between the two of them some say they were the John Rolfe theatre group. Formed in 1955 the couple said people had been “bitten by the bug.” Betty Matthews who has promoted the idea of a local arts venue, (Chesterfield Center for the Arts) credits Dottie with conceiving the idea.

Chesterfield County Parks and Recreation Director Michael S. Golden announced recently his plans to retire, effective April 1. His career with the county has spanned nearly 37 years, including serving as parks and recreation director since 1992. Under Golden’s leadership, the county has seen significant progress with the facilities for youth sports, historical sites and conservation areas on the James and Appomattox rivers. The county parks system has grown to accommodate more than five million visitors a year.
