CHESTERFIELD — For the first time, the county will sell approximately $50 million in bonds, offering them first to the public, meaning Chesterfield residents and other Virginians can buy bonds and invest directly in their community. The sale of these bonds will fund projects from the 2013 bond referendum, including a new Old Hundred Elementary School, and replacing Matoaca, Harrowgate, Reams, Crestwood, and Ettrick elementary schools, and major maintenance on other schools. On June 1, Christopher D. Noe was promoted to the rank of colonel in the U.S. Army. Noe – pictured with his father, Cliff Noe of Chester – is a graduate of L.C. Bird High School. On June 15, Noe graduated from the Naval War College in Newport, R.I. Noe and his family will be stationed in Daegu, South Korea.

A 250,000-square-foot office/warehouse is in the planning stages for the Ruffin Mill Industrial Park in South Chesterfield. A site plan says that Rosyln Farms Corp. of Colonial Heights plans to build on 17 acres at 801 Port Walthall Road in the Walthall Enterprise Zone. Some 91 employees would work in the building, according to the site plan. The Chesterfield Economic Development Authority is involved with the project, county planner Steve Prusik said. Chesterfield resident Darlene Chinn recently won a Hometown Heroes Award. Sponsored by the law firm of Allen, Allen, Allen & Allen, the award celebrates acts of kindness and heroism throughout Richmond, Charlottesville, Fredericksburg and surrounding areas. Chinn, a former military spouse, is passionate about helping veterans. She first became involved with Veterans Helping Veterans Now after meeting its founder, Henry Mack, at a grandparents support group, Kinship Connection. A committee is scheduled to consider what to do about funding commonwealth’s attorneys for reviewing body camera footage from law enforcement officials. The recently-passed state budget contains that language, Chesterfield County officials say. A committee that is to be created from representatives from the state Supreme Court, state Department of Criminal Justice Services, commonwealth’s attorneys, local governments and others is charged with making a recommendation to the state House Appropriations and Senate Finance committee chairs by Dec. 1. Keith Jones has been named the Snead-Stebbins Business Person of the Year by the Chester Business Association. Jones was honored at the organization’s annual cookout, which was held June 21 at the home of Jim and Robin Daniels. The award was named in honor of Joseph Snead and Charles Stebbins, who founded Chester in 1856. Jones was chosen for the award based on his business success and charitable service, CBA board member Jim Daniels said. The Chesterfield County Fairgrounds will be the site of a Fourth of July event this year from 5-9 p.m., and Fort Lee will host a musical event starting at 5:15 p.m. with fireworks to begin at 9:35 p.m. The fairgrounds, located at 10300 Courthouse Road across from L.C. Bird High School, will have a spectacular fireworks display at dusk. The event includes an activity area for children, food vendors and special entertainment.
