Herring announced today that he has reached a settlement with Trio Alarm, LLC (Trio Alarm), a Wisconsin-based seller of home security systems, for alleged violations of the Virginia Consumer Protection Act (VCPA) and the state’s “bait and switch” statute. Trio Alarm allegedly used door-to-door sales to target consumers displaying competitors’ security system yard signs in order to trick customers, particularly older Virginians, into entering long-term contracts they either didn’t want or didn’t need. Chester resident Anne Canipe boarded a plane to San Francisco on Friday beginning her trek around the world.  Well, almost. Canipe loves to travel and she will be clocking a lot of air miles this summer thanks to a $12,000 grant awarded to her from the R.E.B. Foundation through the Community Foundation for her excellence in teaching. The 38-year veteran teacher of world history and human geography was a 2014 recipient for the R.E.B. Bike and walking trails were part of a sales pitch for Hallsley, an upscale development with homes starting at $400,000. With a number of Chesterfield residents lining up to make comments at the planning commission last week, there were enough stating there were concerns with the trail running near their property. Crime and devaluation of their property was a common comment, while others endorsed the draft plan with enthusiasm.
