The Chesterfield County Board of Supervisors unanimously approved a $711 million budget last week that will result in a 1-cent reduction in the real estate property tax rate, a 3.5-percent utility rate increase and a 4.1-percent increase in the utility connection fee. Chesterfield County has added another community information meeting about a proposed megasite to go with three previously scheduled meetings coming up this week and next. Planning Commission Chairman Gib Sloan said the extra meeting – to be held at 6:30 p.m. May 7 at Carver Middle School – was added because the Economic Development Authority did not email those on its contact list two weeks in advance of the April 10 meeting. April Hutchison loves helping people. She got the opportunity to do just that when the Chesterfield County Sheriff’s Office decided to hire a re-entry coordinator over a year ago. Hutchison, who had been a stay-at-home mom for a year and a dispatcher and customer service rep for a local trucking company for 14 years before that, jumped at the chance. Some 85 people rallied outside the Chesterfield County Board of Supervisors meeting March 28 to protest a proposed megasite in the southern part of the county. Inside, the supervisors took public comment about a proposed 3.5-percent increase in water and sewer rates and about a $711 million budget that represents a 3.3-percent increase. The budget would cut the real estate property tax rate 1 cent to 95 cents per $100 of assessed value. A neighbor provided some of the impetus for Chesterfield’s new police chief to choose law enforcement as a career field. Jeffery Katz, who started Jan. 2, recalled how one of his childhood mentors who lived next door influenced his life. The man, who was an undercover agent with the federal Drug Enforcement Agency, taught Katz how to cut grass and build things out of wood. A 10,000-square-foot in-door recreation facility for the disabled is being planned for Camp Baker near Pocahontas State Park. Doug Payne, a spokesman of the Greater Richmond ARC, said a site plan has already been approved by Chesterfield County with a ground-breaking scheduled for August and an opening in May 2019. Most of the funds necessary for the $2.5-million project have already been raised, Payne said. The ARC is hopeful that it will receive block grants totaling $473,000 from Chesterfield and Henrico counties and the cities of Richmond and Petersburg to cover remaining costs. A proposed Fiscal Year 2019 budget for Chesterfield County contains numerous advances, according to county official Matt Harris. Harris, the deputy county administrator for finance and administration, presented a report on the proposed $711 million budget to the Board of Supervisors on March 14. Eleven people spoke during public comment, including several teachers who spoke in favor of the plan and several parents spoke against it. Year-round school would begin in July and include nine weeks of instruction followed by three-week intercessions. Included in the plan are activities for some 150 economically-disadvantaged students to participate in during the intercessions.
