Work has begun on a Comprehensive Plan for the Northern Jefferson Davis Highway corridor. Tourist courts, motels and family entertainment venues are not what you think of while driving on Jefferson Davis Highway. Those who travel on West Hundred Road from Jefferson Davis Highway west to Interstate 95 know that there needs to be work done to relieve traffic snarls on that short section of highway. A space facing the Village Green in Chester has been vacant since an accident took place while building there in 2008. The property is 0.6 acres and is located in the southwest corner of Fountain Square Plaza and Chester Village Drive. Now, after a lot of discussion over what type of building should replace it, a final plan for the building has been approved. The Bike & Trail plan was considered this week by the Chesterfield Planning Commission. There are currently 40 miles of bikeways and trails on the ground today, with an additional eight miles of projects currently underway and 28 miles would be added to the network over the next 10 years (figures according to the draft plan). The Board of Supervisors will be holding a series of community meetings before their public hearing scheduled for November 18 starting at 6:30 p.m. to ascertain that citizen are on board with the project while getting additional input. The county intends to apply for funds allocated by the Commonwealth Transportation Board and Richmond Area Metropolitan Planning Organization to cover costs for a number of programs involving safe routes for non drivers, historic assets, vegetation management and wild life preservation. Chester could see some improvements just north of Route 10. Two separate developments, one a combination retail and multifamily, and the other an over 55 development, could be completed in 2017. Shoppes Moore’s Lake is beginning to offer preleases through Thalhimer Real Estate. The retail space will total 300,000 square feet with the smallest spaces to be about 1,200 square feet to the largest at 82,000 square feet, large enough for a grocery store or other large retailer. Home building is not always boom or bust. But this year, Chesterfield home-building permits for new houses are not keeping pace with last year. New permits in July this year were up over July of last year – 128 to 112 respectively. But analyzing the year-to-date results, the county numbers look a bit bleak. In 2015 through July the building inspection department reported 755 building permits issued. In 2014 the number of permits outpaced this year by 30 percent – 1,013. Building permits on a yearly basis though July was lower in 2015 than 2014, but there were 979 permits…

The Chesterfield County Preservation Committee will meet on Aug. 25 at 6 p.m. to review two proposed changes to historic properties in the county, called “Certificates of Appropriateness.” Properties to be discussed include Magnolia Grange, 10201 Iron Bridge Rd. that has applied to install a fresh air intake.
