Steve Elswick became the chairman of the Chesterfield County Board of Supervisors last week during the first meeting of the county’s government body. Without a strike of the gavel, County Administrator J.L. “Jay” Stegmaier brought the Board meeting to order. He took the center seat saying that he would take the place of a regular Board chair until a new chair could be elected. Two groups on opposite sides of a contentious issue made their opinions known at last week’s Chesterfield Board of Supervisors (BOS) meeting. The issue was whether or not the county should adopt “Bikeways & Trails” a new chapter of “Moving Forward…The Comprehensive Plan for Chesterfield County.” The BOS voted 3-2 in favor of adopting the chapter. Comments made by citizens during the meeting equaled 61 with 45 asking for approval and 16 asking that the planning chapter not be approved. Everyone wants to know about property taxes. Would you consider raising property taxes for next year (2016-17)? CLIFF BICKFORD (DALE) Increasing taxes as a way to achieve a balanced budget should always be the last resort.  When you consider that revenue generated from property tax has increased over the prior two budget cycles it would seem that another increase in 2016-2017 would be an inappropriate added burden on county stakeholders. Do you believe user fees for service, in the county, should continue as they are presently? i.e.: library programs, transfer station, vehicle, library and transfer station closures and so on. CLIFF BICKFORD (DALE) Chesterfield County has utilized User Fees for years as a way to keep real estate taxes lower.  I believe that this pay as you go approach to certain government services that are only used by a portion of the community is appropriate. Washington politicians do not have to listen to constituents. Virginia politicians stay out of site on off election years, but local county supervisors make decisions that matter to you immediately. They can be convinced by their constituents on how to vote, and you can reach them by phone and actually talk to them, not an aid. But you have to vote, you have to know the issues, and you have to vote. The Chesterfield County Board of Supervisors approved a series of agreements last month for the Chesterfield Center for the Arts (CCAF), which will allow both the final phase of the design and construction of the approximately 18,500-square-foot facility to begin. The project is being developed in conjunction with the aid of public supporters that are providing funds for both construction and operating costs. The center is one of the largest public/private partnerships in terms of private donations undertaken in the county. About $1.1 million in private donations and pledges have been raised by the CCAF.
