Chesterfield County adopted a new special area plan for the north Jefferson Davis Highway Area last week. The supervisors approved the plan 4-0 with Supervisor Chris Winslow absent. The plan replaces one that was approved in 1993. The plan – which covers the Bellwood, Bensley and Ampthill areas – includes over 13 square miles and some 12,000 residents and 12,000 jobs, county planning director Andrew Gillies said. The Chesterfield County Board of Supervisors unanimously approved a $711 million budget last week that will result in a 1-cent reduction in the real estate property tax rate, a 3.5-percent utility rate increase and a 4.1-percent increase in the utility connection fee. Some 85 people rallied outside the Chesterfield County Board of Supervisors meeting March 28 to protest a proposed megasite in the southern part of the county. Inside, the supervisors took public comment about a proposed 3.5-percent increase in water and sewer rates and about a $711 million budget that represents a 3.3-percent increase. The budget would cut the real estate property tax rate 1 cent to 95 cents per $100 of assessed value. A disagreement over the funding needed to review video footage from body cameras worn by police escalated to the state Legislature, with two officials disagreeing over the likelihood of success for legislation that would mandate that Chesterfield and other counties specifically provide funding for such. The conflict came to light with local Commonwealth’s Attorney William Davenport’s Feb. 20 letter to Chief General District Court Judge Pamela O’Berry in which he notified her and other county officials that his office would no longer prosecute misdemeanor crimes as of May 1. James “Jim” M. Holland, CPA, has been elected as the chair of the Virginia Board of Accountancy’s Standard-Setting Advisory Committee. Holland was appointed by Virginia Governor Terry McAuliffe in July 2016. He also is the Dale District representative on the Chesterfield County Board of Supervisors. The Virginia Board of Accountancy (VBOA) supports the accounting profession not only in the Commonwealth, but on the national level as well. Current and previous board members, as well as the VBOA Executive Director, serve on committees and roles with the National Association of State Boards of Accountancy.

In a unanimous vote by the Board of Supervisors, Chesterfield County will reduce the maximum cash proffer fee from $18,966 per dwelling to $9,400. The board voted on the issue last Wednesday on the recommendation by the newly appointed county administrator, Joseph Casey. This is the first reduction to cash proffers in 25 years. With other revenue sources, Casey said there is enough revenue from cash proffers, which are to be used to offset the cost of impacts that residential developments have on public infrastructure, to fund the school system’s 5-year capital improvement plan. CHESTER – The Chesterfield Center for the Arts has a new donor Dr. and Mrs. Baxter Perkinson Jr. stepped up to help the Center move closer to its goal. Dr. Perkinson and family will contribute to the center’s foundation building fund and pay for some of the operation costs once it has opened. Health minded kayakers or canoe paddlers learn their chops touring the Farrar Gut backwater at Dutch Gap. But recent findings by citizens group, Hands Across the Lake, indicate that the old James River channel (used before the Dutch Gap Canal was built during the Civil War) could be contaminated with heavy metals. Although Dominion Virginia Power disputes the findings that arsenic, chromium, and lead are among heavy metals are well below the standards set by the EPA and DEQ.
