The Chesterfield County Board of Supervisors named Joseph P. Casey as the next county administrator last week at an afternoon press conference. Casey, currently the deputy county manager for administration for Henrico County, will begin his new position July 1. Casey will fill the position of retiring County Administrator James J.L. Stegmaier. Casey has served Henrico County as deputy county manager since 2013. Prior to that, he served Hanover County since 1990, in roles including deputy county administrator and finance director. Intersections are changing. Typically a vehicle approaching an intersection will be greeted by a traffic signal, stop or yield sign or more recently a roundabout. Currently there are 10 roundabouts in Chesterfield and more could be coming. Last week the Virginia Department of Transportation (VDOT) held a community information meeting on a proposed roundabout that they plan to build at the intersections of Hopkins and Kingsland roads. According to the state officials, the public information session will be the only time citizens will have  an opportunity comment other than online until June 7. The Chesterfield County Department of Youth Planning and Development is seeking adults to serve on the Youth Services Citizen Board for the 2016-17 year. The board is composed of two adults from each magisterial district. Board members attend monthly meetings and help plan programs throughout the year. They serve a three-year term and can reapply for a second term. The board calendar year runs from Sept. 2016 through June 2017. The following positions are available: Bermuda District, two adults; Clover Hill District, one adult; Matoaca District, two adults; and, Midlothian District, two adults. Chester could get a new building at the entrance to Chester Village at the intersection of West Hundred Road and Old West Hundred Road. The proposed building would be called Chester Mini Storage and contain 500 interior storage units. The exterior of the building would look like an office building. The property where the proposed building would be built on is 3.4 acres. A buffer (native trees and bushes) would equal about 50 feet at the rear and west sides and five feet along West Hundred Road. Chesterfield County, like many local governments, has amazing volunteers, and the county greatly values their contributions. In fiscal 2015, approximately 4,000 volunteers dedicated 142,000 work hours valued at $3.5 million. Because of the tremendous work our volunteers do alongside county employees, Chesterfield is able to provide exceptional services and programs to residents daily. Services that might otherwise have been decreased have been maintained and even enhanced because of volunteers. The skills, talents and knowledge that volunteers offer contribute to the strength and effectiveness of the county.

The Hopkins and Kingsland road intersection could get an upgrade – a roundabout. The proposed roundabout will be the subject of a VDOT open house on Tuesday, May 24 from 5 p.m. to 7 p.m. The meeting, which will take place at Beulah Elementary School, will offer a general-information presentation at 5:30 p.m. According to a VDOT legal notice, “this meeting format will provide the flexibility to allow participants to meet and discuss the proposed project directly with staff members.” For inquiries call 804-524-6000. The bridge on Dundas Road that climbs over the CSX tracks and becomes Beulah Road west of the bridge will be replaced by 2020. New funding for the project was announced last week, justifying the project due to its sufficiency rating of 34, which would rank the bridge condition as poor, and in need of rehabilitation. The bridge also provides a key link between Bensley Elementary School and a nearby high-density residential area, but lacks appropriate pedestrian facilities. This project would allow the bridge to improve structural integrity while also providing much needed pedestrian facilities. The bridge project will cost $6…

School start times could change if several pieces fall into place. The Chesterfield School Board could be swapping elementary and high school start times but it may take some time to implement. After some grappling, CCPS has settled on a plan to swap high school and elementary school start times, shifting the elementary school start time by 25 minutes. As a result, 27 elementary schools will run from 7:45 a.m. to 2:15 p.m. The other 11 and eight middle schools will run from 8:35 a.m. to 3:05 p.m. Four middle schools and all high schools will run from 9:30 a.m.…

While the sale of homes in Chesterfield County is just a bit lower than last year; home prices have plummeted since its peak in July of last year. March 2015 posted 368 homes sold compared with 370 units in March of this year. Both are well below that measured last July (635 or about 18 percent). Sales tend to trend up during the summer as families want to buy and get acclimated before their kids go to school. But the market has been a little tough in recent years.
