The Virginia legislature is moving forward with “proffers” reform. Chesterfield County has used the proffers system to fund infrastructure due to its impact on growth. The legislature’s language indicates proffers cannot be “unreasonable” which means it is open for interpretation. Proffers are a major piece of Chesterfield’s Capital Improvement Program (CIP) with $3.94 million in revenue coming from proffers in FY16. Localities typically use proffers as a means to control growth. Proffers in Chesterfield, although only implied, starts at $18,966 and decreases from there with various contingencies agreed on between developers and zoning officials. The 108-acre site at the confluence of the Falling Creek and the James River is on its way to becoming a park for Chesterfield County. Trust for Public Land recently purchased the property from UB Properties Inc, a subsidiary of Union Bank & Trust and will transfer the land to Chesterfield County. According to Capital Region Land Conservancy(CRLC), their “first conversations” about the future disposition of the Riverwalk property was in January 2012. Chesterfield County Parks and Recreation Director Michael S. Golden announced recently his plans to retire, effective April 1. His career with the county has spanned nearly 37 years, including serving as parks and recreation director since 1992. Under Golden’s leadership, the county has seen significant progress with the facilities for youth sports, historical sites and conservation areas on the James and Appomattox rivers. The county parks system has grown to accommodate more than five million visitors a year. J.L. “Jay” Stegmaier, Chesterfield County Administrator, last Thursday announced his retirement effective July 1. After 10 years as the County Administrator and a total of 37 years with the County, Mr. Stegmaier said it was time. In fact he said that his wife, Margot, and he made a plan, during counseling before their wedding that he would have retired three years ago. Work has begun on a Comprehensive Plan for the Northern Jefferson Davis Highway corridor. Tourist courts, motels and family entertainment venues are not what you think of while driving on Jefferson Davis Highway. Until the late 1950s, what was known as the Pike was a bucolic route for those traveling along the east coast. Once Interstate 95 was built, the decline of the Pike was not far behind. Chesterfield County names Kiva Rogers as its new director of the Chesterfield-Colonial Heights Social Services Department. Rogers, a 15-year member of the Social Services team and current assistant director for family services, will assume the lead role Feb. 1. “We are very fortunate to have Kiva Rogers, who has come up through department ranks, be selected as the new Director for Social Services,” Chesterfield-Colonial Heights Social Services Board Chairman J. The Board of Supervisors last week approved a request to construct another section of sidewalk along the east side of Harrowgate Road. (Curtis Street to Hyde Park Drive). Steve Elswick became the chairman of the Chesterfield County Board of Supervisors last week during the first meeting of the county’s government body. Without a strike of the gavel, County Administrator J.L. “Jay” Stegmaier brought the Board meeting to order.
