The Chesterfield County Board of Supervisors approved a spending plan for $51.6 million in CARES Act funding during its Aug. 26 meeting. Deputy county administrator for finance Mark Harris said the supervisors had previously appropriated $10 million of federal funds from the Coronavirus Aid, Relief and Economic Security Act, including $5 million for business grants and $500,000 for mortgage and rental assistance. A partnership between Hillside-Chester LLC and Hillside Developers LLC are giving Chester Village Shopping Center some desperately needed TLC. The project was slated to being in the spring but the developers tabled the plans as COVID-19 panned out. According to developers, most of the 23,000 square feet of retail space is pre-leased to a craft brewer, nail salon, and a breakfast restaurant. Five months after giving the project a denial recommendation, the Chesterfield County Planning Commission unanimously recommended approval of Courthouse Landing on May 19. The Chesterfield County Planning Commission recommended approval for a public water treatment plant and wastewater pump station in the area of Walthall Industrial Park in the Bermuda District. Case number 20PD0137 calls for the county to purchase 348 acres of raw land located at 1600 Ashton Park Drive. The parcel is currently zoned I-2. It is adjacent to I-2 and agricultural zoned properties to the south and west. Wetlands border the property’s north side, with the Appomattox River to the east. A study on where to build a new railroad station in the South Chesterfield area has ended for the time being with no conclusion. The Tri-Cities Metropolitan Planning Organization received word from Federal Railroad Administration official Marlys Osterhues in an April 4 letter that the study begun in 2014 had been discontinued. Last June, David Hyder, transportation director for the Crater Planning District Commission, said that a Finding of No Significant Impact should be complete by sometime in July 2018. The Chesterfield County Board of Supervisors unanimously approved a new Comprehensive Plan despite objections from members of two community organizations. Bermuda Advocates for Responsible Development and Chesterfield Citizens United rallied outside prior to the supervisors’ May 22 meeting waving silver platters with various anti-development wording. BARD and CCU board member Steve Atkinson said the 20-person rally – which was a combined effort against several items, including the Comprehensive Plan – was held on the anniversary of the county’s Economic Development Authority’s decision last year to pull a rezoning request for a megasite in the southern portion of the county. Chester residents should see some action soon outside the Chester Library, according to Mike Laing, project manager of Chesterfield’s Baxter Perkinson Center for the Arts. On May 22, Laing told the Chesterfield Board of Supervisors that they should see some activity within the next 10 days on the site where the 352-seat arts center will be built. A Boyd Homes employee looks at site plans. Logging trucks were busy last week clearing for a new subdivision. An 84-home subdivision is in the works on the southeast corner of Jefferson Davis Highway and Route 288. A Boyd Homes spokesman said the plan is for the subdivision – which is north of Rio Vista Street with an access point behind the Bensley Bermuda Rescue Squad building – to be complete by Jan. 1, 2020. Development is pending on this vacant lot across from the Central Library. For those who have been wondering, it’s “hurry up and wait” for the Myers Retail site. The site at 9601 Lori Road across from the Central Library has had some activity, but mainly just some tree clearing, according to Ben Myers of the Myers Family Partnership. Only 3.38 acres of the 30-acre site are to be disturbed, he said, noting that a 4,585-square-foot, two-story building is planned. CHESTER – The last commercial lot in the Village Green mixed-use development will be breaking ground soon. That’s the word from local property manager Sean Eichert. The landowner (Festival Park III LLC/registered agent Carrie Coyner) plans to build a 12,000-square-foot two-story building on 0.78 acres between Don Papa Grande Mexican restaurant and Route 10. Eichert said plans are to break ground by Aug. 1. The new building will be the sixth in Festival Park, which makes up part of Village Green.
