On Dec. 10, the Chesterfield County Board of Supervisors unanimously approved a performance agreement for Carvana LLC. The agreement, which was submitted by Chesterfield Economic Development Authority Director Garrett Hart, was not included in board documents. However, another document that was included notes that the Tempe, Ariz., company was approved for a $360,000 Commonwealth Opportunity Grant that will be matched by the county. By a 4-1 vote with Carrie Coyner dissenting, the Chesterfield school board on Nov. 12 requested authorization from the Chesterfield Board of Supervisors to spend $4.5 million in county reserve funds and $3.8 million for increased student growth. The Tempe, Ariz.-based developer plans to build a car inspection and storage facility at the 184-acre site on Woods Edge Road. I would have a separate commission conduct a needs assessment. The needs assessment would address how the proposed development would impact neighborhoods, schools, traffic, transportation, roads, infrastructure, and the impact on public safety. More importantly, the feedback from the citizens would be considered throughout the project. It is also important to look at the development that has already been approved but hasn’t manifested. Chesterfield County supervisors last week unanimously approved rezoning applications for a residential development at 9621 Hopkins Road and a new solar farm on 1,677 acres at what was previously known as the “megasite” property, but postponed a decision on the Carvana auto storage and inspection facility until Oct. 23 so the county could advertise some new and amended proffers.
